Wireless Control of Rail Heater Improvements

The purpose of this retro-commissioning effort is repair, replace and re-establish communicaton with all the wireless rail heaters installed on the third rail, during the five phases of construction. In additon to repairing the infrastructure, the existng servers and software are approaching the end of their service life and need an upgrade, prior to catastrophic failure of the system. It is currently estimated that between 10-20% of the system is not functioning properly. Some of this can be attributed to loss of communication to the control boxes, due to building construction over the last several years in New York City. The system relies on 900 MHz spread-spectrum radios to communicate from the SCADA system located at the 38th Street Yard in Brooklyn, to the control boxes at the track level. The total scope of work entails returning the total system back to a complete functioning system as designed and tested. To achieve this objectve, we will develop a project plan to get all control points back up online. This will be achieved by conducting path studies in the case of lost communication, replacement of failed components within the control boxes and radio boxes, including but not limited to relays, PLCs, radios, fuses, surge suppressors, and power supplies and through retro-commissioning of master cell towers and trackside repeaters. In the worst case, a complete replacement of the control box or radio box may be warranted. Additionally, we will provide a three (3) year maintenance contract with an option for five (5) years to keep the system functioning properly.
